Burundi: How many times should Evariste Ndayishimiye be reminded that when a neighbour’s house burns down, yours is also in danger?
The neighbour in question is Rwanda, called by the Burundians, “the neighbour to the north”. A neighbour like no other, a real brother with the same history, same language and same culture. “In politics, there are never permanent friends or enemies; there are only permanent interests “, said Tony MOUDILOU. Interest in the Rwandan and Burundian peoples is permanent, only politicians change, policies change too. But, politicians should know that they are in these places for the sake of the people and it is these people who elect them and have the right to dismiss them when they trample on their basic rights.
One of the basic rights of the Burundian people like that of Rwanda is security, both physical and human. The latter encompasses physical security as well as food and health security, guarantees for education, freedom of expression, etc., in short, everything that contributes to the well-being and development of the human person.
Today, the security of the inhabitants of Mabayi commune in Burundi and of the locality of Bweyeye in particular and of southern Rwanda in general is regularly disrupted by negative forces, FDRL, FLN and others who leave the east of the Democratic Republic of Congo, pass through Burundi, erect positions there in collaboration with the Burundian soldiers who provide them with the necessary logistics and prepare to attack certain localities in Rwanda and withdraw to their positions in Burundi after their actions. This is a summary of the whole scene. And the examples are legion:
Let’s start with the most recent: Sos media reported on February 3, 2021 that heavy gunfire was heard in the Ruhororo zone, in Mabayi commune in Cibitoke province (north-west of Burundi). Local residents testified that it was a group of armed people who spoke Kinyarwanda and who were firing at Rwanda from Burundian territory. The firing would have lasted two hours, according to these witnesses who affirm that these men had come from the Kibira, installed their arsenal in the locality of Nyamuzi, canals pointed at Rwanda and started firing. These witnesses say they fled the scene directly for fear of being hit by retaliatory fire from Rwanda. After the shootings, these men would have returned to the kibira, conclude these witnesses. A military official in the region reportedly told Sos Médias that they are constantly organizing operations to hunt the men. Why are they not successful? Are these negative forces stronger than the Burundian army? Everyone can find an answer there.
For our part, we believe that there is rather a lack of will than of operational capacities. Even if there may be operations organized by the Burundian army, it is just deterrent actions to make the public believe that the government is fighting these forces when they rather receive a lot of facilities movement and action on the part of the Burundi National Defence Force (FDNB).
Our sources of information in Cibitoke province tell us that these Rwandan negative forces keep entering Burundi from eastern DRC. On January 29, 2021, armed men estimated to number between 150 and 200 crossed the border via Nyamitanga ( Cibitoke Province) and went directly to the Kibira. These men were reportedly taken in by elements of the FDNB and members of the imbonerakure militia.
Let us also recall that Sos Media had reported that on January 11, 2021, crackling of weapons had been heard from the hill and Ruhororo zone in Mabayi commune, Cibitoke province. These shots are said to be those of armed men who spoke Kinyarwanda and who had just spent several years in the region and particularly in the Kibira, according to local witnesses. Witnesses said that these shots came from Burundi in the direction of Bweyeye in neighbouring Rwanda.
On December 01, 2020, the same medium reported that Rwandan rebels from Burundi attacked a Rwandan position located in Nyamuzi, Bweyeye district. The attackers are said to have withdrawn to the Kibira, on the Burundian side, taking with them cows and food. Mabayi’s imbonerakure are said to have left with them, helping them transport the loot. Residents of the Ruhororo zone, Mabayi commune, Cibitoke province claimed to have seen them and that they spoke Kinyarwanda; wrote Sos media
These illustrative examples show that Burundi took the option of helping an enemy of a neighbour and brother to burn down his house, without worrying that Burundi’s could be hit by fire.
It is foolish to continue to deceive the opinion that there is security in Burundi and to make it a slogan to ask for the resumption of cooperation and direct aid to the countries of the European Union when the government leaves negative forces who committed genocide against Rwandan Tutsis in 1994 use its territory to disrupt the security of a neighbour. It is also clear that the talks which have already started between the two governments are only a sham, otherwise the Burundian government would not have continued to welcome and maintain such forces from the DR Congo.
URN HITAMWONEZA continues to alert Burundians to the danger that awaits them as the Ndayishimiye power continues to maintain forces which aim to disrupt the security of a brother and friendly country. The majority of Burundians need to come and go in Rwanda without any constraint, the Rwandans also want regular exchanges with the Burundians. We have seen and continue to observe where the obstacles come from in achieving our interests. It is up to us Burundians to say no to all those who want to plunge us into war at a time when we rather want to strengthen our ties with our Rwandan friends. We must therefore unite to say no to these leaders who seek to set our country on fire for their selfish interests.
