Burundi: Evariste Ndayishimiye responds with a categorical no to Antonio Guterres’s proposal
”It is not the reports of the US, the EU and the UN that can prevent the cnddfdd from continuing to do what it has to do”. ”The imbonerakure must crisscross the entire territory and remain vigilant to ensure the security of the country.” This is essentially what President Evariste Ndayishimiye said to the imbonerakure during his keynote speech of the week’s activities dedicated to the fighter, this Monday, November 16, 2020. In his way of sleeping the people with enticing speeches as if he were telling the truth, he supported his argument by Article 72 of the constitution (Every Burundian has a duty to defend national independence and the integrity of the territory. Every citizen has a sacred duty to watch and participate in the defence of his homeland: Art 72 of the 2018 constitution).
The spirit of this article is that every citizen participates in his own way and in accordance with the law in the defence of his homeland. It is in particular by remaining the eye and ear of the Defence and Security Corps which have in their missions of defence and physical protection of the country and its people. He was right Colonel Remy Cishahayo, governor of Kayanza when he said that no imbonerakure has the right to patrol, that whoever he meets will be loaded into his vehicle to be imprisoned. Unfortunately, it was quickly denied by Minister Ezechiel Nibigira during the day dedicated to imbonerakure. Minister Nibigira ordered them to resume patrols immediately. He was in the same province that Colonel Cishahaye ruled. Perhaps he accepted this humiliation in spite of himself and had to adjust to save his skin.
It is unfortunate that it is men who have no sense of respect for the law like Evariste Ndayishimiye and Ezechiel Nibigira and their whole group, who make the law in Burundi.
Evariste Ndayishimiye’s imbonerakure militia is not only unconstitutional, but also criminal. Its existence is already a violation of Article 246 of the Constitution: ”The Defence and Security Corps are established in accordance with the law. Apart from these, it cannot be created or lifted any other armed organization”. Evariste Ndayishimiye, who seems to not know what he is at present by behaving like an imbonerakure, knows that he and his group have trained militarily some of these imbonerakure in Burundi, others in Rdcongo and that they have distributed weapons to them on all the hills of Burundi. Does he believe that the rest of the world is blind so as not to see everything that is being done in the open? Doing night and day patrols, arrest who they want (especially Tutsis and political opponents), tie them up, torture them, kill them and throw them into rivers and lakes, rape the daughters and wives of opponents to give birth to imbonerakure or simply kill and behead them after this rape, is this the defence of the homeland whose article 72 of the constitution means Mr President Evariste Ndayishimiye? We don’t need your answer, it’s known to everyone.
Rather, we would like to say once again to Antonio Guterres, Secretary General of the United Nations, that he had a false report from the team he sent to Burundi from 14 to 19 September 2020 and that, therefore, he sent false recommendations to the President of the UN Security Council. Indeed, in his report of 3 November 2020, Mr Guterres wrote that as part of the way to ‘help Burundi achieve lasting peace, reconciliation and development’, as the UN Security Council wanted, it was necessary, among other things, to carry out the socio-economic reintegration of the imbonerakure militia and to engage in dialogue among all Burundians. What remains for the UN Secretary General to see that Evariste Ndayishimiye and his military clique will never accept the disarmament of the imbonerakure militia (as already pointed out in one of our publications) and a serious dialogue among all Burundians? We had the opportunity to explain it in one of our editions. Today, with the speech of Evariste Ndayishimiye, president of the imbonerakure militia, it must be noted that there is no hope of bringing Burundi to “sustainable peace, reconciliation and development” with the Cnddfdd power.
URN HITAMWONEZA will never stop repeating this, a power that trains and arms a militia while it has sufficient defence and security forces with no target but genocide. The case of neighbouring Rwanda should be a lesson to us. France was at the side of the rule of Juvénal Havyarimana and he ended up committing genocide of the Tutsis in 1994. Today, we would like to say to France, which has already resumed its cooperation with the Ndayishimiye government (in violation of the sanctions agreed with all EU countries), that supporting this power, and this in the military field, does not mean, no less or more, to help it prepare for a regional genocide. Let all other countries and international organizations that have in their strategies to approach the power of Gitega, by proposing development projects or financial support of all kinds, go wrong. This strategy will never work; on the contrary, you would have contributed to the extermination of the Tutsis of Burundi and the sub-region as well as the Hutu of the opposition. Instead, Antonio Guterres and the UN Security Council should keep an eye on Burundi to think about intervening as soon as possible because everything is already in place to trigger this genocide. Countries in the sub-region that do not ignore the reality of what is being done in Burundi (if they do not want to turn a blind eye to political or financial interests), should take all possible preventive measures, otherwise, when the neighbour’s house burns, yours is also in danger. Burundians should know that allowing the military clique to continue its genocidal plan means digging a grave for our dear nation.
