Burundi: Evariste Ndayishimiye, a president with double talk and who violates the constitution put in place by the cnddfdd system.
After 100 days in power, Evariste Ndayishimiye brings to the surface his character that he has always tried to hide by posing as a fervent Catholic Christian. But whoever reads the Bible and internalizes it cannot expose his dishonesty, his hypocrisy, and his lies. What is unfortunate he does as if no one sees it; as if he’s the only one with the truth.
The examples are legion. Let’s start with the most flagrant one which could be considered as a crime among the others because it concerns a serious violation of the mother law, the constitution, that the cnddfdd, (of which Evariste Ndayishimiye was secretary general), voted in 2018. It is from this moment that the cnddfdd had just definitively buried the Arusha Agreement for Peace and Reconciliation and the 2005 constitution which resulted from it.
It is article 95 of the 2018 constitution that was violated: ” Within a period of no more than fifteen days from their taking office, the President of the Republic, the vice-presidents, the members of the government, members of the offices of the National Assembly and the Senate are required to submit to the judicial chamber of the Supreme Court, a certified statement on exact and sincere honour, of their property and patrimony as well as that of their spouses and minor children , whether they are owners, users or usual holders. A declaration in accordance with the above provisions is filed with the same jurisdiction within one month of the suspension, interruption or termination of their functions. ”
Burundians are not used to seeing heads of state and members of governments declare their assets before and after their functions while this provision is still in the constitutions. Why don’t they do it? Simply because they know that a lot of their possessions come from dirty money; bribes, embezzlement and theft of public property. In fact, those who reach these positions of high responsibility are not young people who are finishing their studies; on the contrary, they are old wolves who have had time to manage state property and who even come to abuse it. It then becomes difficult for them to justify what they have because even if their monthly salary were multiplied by a thousand for as many years of service, it is still far less than what they have.
What is new for Evariste Ndayishimiye is that he declared his intention to do well, but broke his word. At the close of the prayer crusade in Ngozi on August 23, 2020, he gave two weeks to all the leaders to prepare to make a detailed declaration of their property in order to avoid that at the end of their functions people say that what they own comes from stolen state property. The two weeks should be counted from August 24, 2020, which means they should make these statements no later than September 7, 2020.
At his public conference on September 25, 2020, this file was almost forgotten. He was the one who mentioned it again, answering a journalist’s question. This time with the flip side. Instead of saying he keeps his word, that he and his clique should respect the constitution and declare their assets, he instead justified why this work cannot be done. For him, this work would take a lot of time. A rather ridiculous response for a President of the Republic. By mentioning this article in the constitution, did they not know that this work takes time? By having this constitution voted in violation of the law, with the sole objective of making people forget the Arusha agreement, the members of the cnddfdd did not notice that this article could be an obstacle for them because they themselves know that upon entering the functions of the State, everyone looted where he was with total impunity; so much so that some have built villas in less than a year of work while other officials are expected to take out a 20-year repayable loan to build a simple dwelling house
It is clear, and one does not need big analysts to find that Evariste Ndayishimiye did not consult the military clique around him to announce this measure; otherwise he wouldn’t have had that permission to say it. It also shows his character recognized even during rebellion: someone who talks a lot and who says anything; which earned him the name of Kirogorogo. No doubt he had a lot of disputes this August 23, 2020 evening. The first would have come from its prime minister, Marshal Allain Guillaume Bunyoni, who has become very arrogant because of the wealth he possesses; riches he cannot even control.
He is not the only one. It was almost a slogan for everyone in the cnddfdd system to do everything to get rich as quickly as possible. This is why individuals like the late Pierre Nkurunziza, Allain Guillaume Bunyoni and others have become richer than the state; at the moment the country ranks second on the list of the poorest countries in the world.
A simple interpretation of the fact that Ndayishimiye is upset in his speeches: he is not the one in charge; it was the military clique that forced the late Pierre Nkurunziza to have Evariste Ndayishimiye as the cnddfdd candidate in the May 2020 elections, while the late president had presented Pascal Nyabenda. This is the same military clique that decided that the victory in the May 2020 elections should go to Evariste Ndayishimiye after he was defeated by the CNL. This military clique would have said: ‘We change the results and we will bear the consequences’.
Even though it is difficult to change the nature of man, Evariste Ndayishimiye should think more than twice and turns his tongue seven times before announcing uncoordinated decisions as he has been proven to have both hands and bound feet, he does not have the last word. Those who imposed him will always dictate what to do.

The country’s wealth is concentrated in the pockets of the military clique alone, and the common people (abenegihugu) cannot even eat twice a day. It is time for the people to rise up and use all means to demand that this group, which is taking the rest of the population hostage, to declare their property in accordance with the constitution.
