Burundi: What is hiding behind the attacks of Rusenda Burundians refugees camp in DR Congo?
The question deserves a clear answer to find a direct and definitive solution to this problem. There have always been elements that disrupt the safety of Burundian refugees in Tanzania. Everyone knows that members of the National Burundian service or members of the Imbonerakure militia sent by the CNDDFDD power, in collaboration with the Tanzanian police, who are responsible for these despicable acts. We had never seen an armed attack as muscular as the one launched at night of November 19, 2021 on Rusenda Camp of Burundian refugees in Rdcongo. A man named Jakson was wounded by bullet (he died at the hospital on 21November 2021), his wife was raped, his 5 cows swept away by these criminals. They looted more than 30vaches in this camp. Information from this camp specifies that these are elements mai mai who were looking for cows, but other sources indicate that these rebels had a list of refugees, including Jakson, who were sought to be killed. These people would be accused of collaborating with the Banyamulenge. The next day November 20, 2021, the same criminals returned to the camp for once again looking for people and looting livestock; but that time refugees had mounted the guard. These criminals shot a lot of gunshots, but could not come to kill and stop people as they had planned
The question that remains unanswered is where were the Congolese forces who are responsible for protecting this camp? What does the UN force doing, Monusco, one of the largest in the world, which is deployed in this country? The refugee service said on the media that these people who attacked are armed bandits and that a meeting should be held on November 21, 2021 to analyse the case and find a definitive solution to this insecurity in this camp.
But who are these attackers? Mai mai Congolese? Burundians disguised in Mai Mai? Mai Mai Congolese associated with Burundians? Information received from the refugees from this camp say that these criminals have directed directly where some people wanted. A trustworthy source of information revealed to us that members of the Immbonerakure militia would have been enlisted in Mai Mai group and that is this group, which, in collaboration with certain elements of this camp already returned to the country and return in East of the DRC with the Immbonerakure militia that will show the precise localities where these targeted people lived. Tutsis accused of collaborating with the Banyamulenge were targeted
The Banyamulenge are assimilated to Tutsis, why they are also persecuted by these Mai Mai elements and these Imbonerakure of the CNDDFDD. Everyone will remember that the past month, the power of Evariste Ndayishimiye has categorically refused the entry into Burundian soil of Banyamulenge refugees who were chased by groups Mai Mai in the eastern mountains of the DRC after killing Some of them, wounded others, burned their homes and looted their livestock. A genocide that hangs on all of which is called Tutsi in the Great Lakes sub region and the staff of the core of its organization (composed of the members of the CNDDFDD military clique in power in Burundi and certain elements of the FDRL / FLN) is indeed in Burundi. Yet Evariste Ndayishimiye keeps singing that the Burundian unity is a reality, that the ethnic problem no longer arises in Burundi. It may be right because since the Genocide of Tutsis in 1993 by the Frodebu whose CNDFDD is derived to the power of the CNDDFDD, they killed the maximum possible Tutsis and those who remained were forced to shut up; The squadrons of the death of the CNDDFDD slaughter them like goats as they want and when they want in total impunity.
Behind this genocidal objective of the CNDDFDD military clique in power, is also the goal of disrupting these Burundian refugee camps (as is done in Tanzania) to force everyone to return home. This could give arguments to the power of Evariste Ndayishimiye to say that peace and security are total in Burundi in order to benefit from the financial support from the international community. However, some countries and organizations begin to understand that the good speeches of Evariste Ndayishimiye’s goodwill remain without effects, no concrete act is followed. The 1951 Convention on the Status of Refugees has as a basis principle the non-refoulement of refugees. This is why the power of Gitega, in collaboration with local services or groups, has always sought to disrupt the security of these refugees to force them to return. However, the Convention specifies that the governments of those countries in which these refugees are , they are obliged to ensure their safety. In case the country does not do it, it should normally be condemned , but UNHCR also has the obligation to relocate them and put them where their safety can be guaranteed.
URN Hitamwoneza is asking again that everything is done so that these refugees, from Tanzania like those of the DR Congo, be protected from CNDDFDD criminals who chased them from their native country and still pursuing them in their cache. If nothing is done in the immediate future, UNHCR and the governments that host them should one day answer this irresponsibility before the international jurisdictions on the day when the power that abuses them today will no longer be there. We will continue to document these facts and actions that constitute acts of genocide and crimes against humanity so that one day all those responsible answers in accordance with the law.
