On the initiative of Congolese President Felix Tshisekedi, the mini-summit of heads of state of the region (Rwanda-Burundi-Uganda-DR Congo and Angola) was scheduled in Goma from September 9 to 13, 2020. The meeting was postponed for a date that had not been specified. But, Burundi had already indicated, in its note verbal of September 8, 2020, that it will not participate in this summit due to a busy schedule. Evariste Ndayishimiye preferred to go to his Papa Magufuli in Tanzania, probably to seek advice. The meeting took place on September 19, 2020 in Kigoma. Burundi’s mining of nickel and gold dominated Magufuli’s official rhetoric of wanting all this wealth to go home. And it’s not Evariste Ndayishimiye’s ’’ grandson ’who was going to refuse, especially since it’s their way of repaying everything that Tanzania would have given the cnddfdd when he was still in the bush. While the mini-summit in Goma was announced once again for September 20, 2020, Rwanda had proposed, on September 18, 2020, that it be done by videoconference and that a physical meeting could be scheduled for January 2021. It is finally the date of October 7, 2020 that was chosen for the holding of the mini-summit. Uganda, Angola and Rwanda have announced their availability to participate, but Burundi has remained silent.
The Head of Congolese diplomacy, Ms. Marie Tumba Nzaza, who was visiting Burundi from October 4 to 5, 2020, officially reiterated Burundi’s request for participation in this virtual mini-summit. Ms Tumba said the aim is “to assess without complacency the general situation in relation to stability in the Great Lakes region”. The answer was apparently NO and without justification. This is what emerges from the response that Jean Claude Karerwa Ndenzako, spokesperson for President Ndayishimiye, gave to an Iwacu journalist: “If Burundi participation there would be, we would have said so”.
However, Gitega is favourable to bilateral exchanges between Burundi and DR Congo. In the final communiqué sanctioning the visit of the head of Congolese diplomacy, the two parties agreed to pool their efforts to neutralize “the negative forces” swarming in the eastern part of the DRC and on the common border.
Why is Evariste Ndayishimiye afraid of face to face with other heads of state? The answer is clear. He’s accusing himself of something. He has made himself the godfather of all the negative forces that are desperately trying to disrupt Rwanda, and he doesn’t know how to get out of it. Among the motives of his trip to Tanzania to physically meet his father Magufuli was this point; ask him for advice on the management of this thorny issue which taints relations between Burundi and other countries in the region, and especially with Rwanda.
It is no longer a secret that the first elements of the imbonerakure militia were trained in Kiliba Ondes in the DRCongo without any agreement from Kinshasa. The Burundian soldiers have never stopped violating the border with this vast country to look there, they said, for Burundian rebels who were preparing to attack Burundi. This was done without any official agreement from the Congolese government; probably simple corruption for officials in the eastern DRC sector was enough to get in there and do whatever they wanted. Because, when the media and other human rights associations (Congolese and / or Burundian) shouted, the Congolese government demanded the immediate withdrawal of Burundian troops, and it was quickly done.
It is also no secret that all the negative forces attacking Rwanda receive all the facilities of the Burundian government. Travel documents for leaders, places of transit under the protection and travel granted by the Burundian security forces for combatants recruited in other countries, facilitated travel for combatants recruited in military vehicles from Burundi to East of the Republic of Congo, supplies of arms, ammunition and food for the elements which are in the DRC, medical care for wounded combatants, conditioned rations for the FDRL which are positioned in Kibira in Burundi etc…. so much support that the Ndayishimiye power and its military clique give to all the negative forces hostile to the government in Kigali. The testimonies of combatants captured either in the DRC or in Rwanda after attacks by these negative forces on southern Rwanda are clear. This is what prompts Evariste Ndayishimiye to boycott the virtual mini-summit of heads of state in the region. There are no answers to all these questions in the face of glaring facts even though the mini-summit is not a tribunal; this is why his spokesperson cannot even find a justification for his boss’s absence among his counterparts in the region.
He probably inherited the same isolation behaviour from his predecessor, the late Pierre Nkurunziza. If this is what their only friend and godfather, John Pompe Magufuli, advised them, he would be a bad adviser and an enemy of the Burundian people because the latter needs openness in all directions to flourish and develop. .
URN HITAMWONEZA finds that the military power of Gitega is tying its feet and arms by isolating itself from the regional scene and this is causing great trouble for the Burundian people. Instead of sitting down with the other heads of state to jointly find solutions to the security problems on the common borders, study together the possibilities of trade exchanges adapted to the current context of Covid 19, he locks himself up, multiplies declarations to accuse Rwanda of being the source of its problems; a way to make people forget that Burundi remains the seat of the General Staff and the place of lodging of the genocidal forces which seek to disturb neighbouring Rwanda. One genocidaire lodges another. End of endings, both will suffer the same fate. All the people have the right to stand up and drive out of the country all those who dream only of exterminating others. Otherwise, peace will remain a dream for Burundi and the sub-region. We once again call on the United Nations Security Council to keep a vigilant eye on Burundi; isolating himself from the sub-region is a harbinger that his genocide project is reaching the point of implementation.
