Burundi: Mahama refugee camp remains in the sights of Evariste Ndayishimiye and the ruling military clique.
Mahama camp in Rwanda is the only camp in the sub-region that has always been characterized by sufficient security for all refugees . This is the camp that has never lacked assistance as in other camps such as in the DRCongo, refugees have spent 5 months without any assistance.
Safety is the fundamental thing for a refugee because in many cases it is the insecurity that drives people into exile. The Burundians who took refuge in Tanzania were the unhappy in the world; the imbonerakure, the agents of the Burundian intelligence service circulate there as if it is in Burundi, kidnapping and killing whoever they want under the complicit eye of the Tanzanian police. The people to be abducted are nominated by other refugees sent by the authorities; these are the ones who play the game of power by seeking to repatriate by force all the refugees saying that there is total security in the country. They register first and mobilize others to do the same. The Tanzanian government which supports the power of Gitega in all its crimes for its own interests steps into the dance and abuses the refugees by depriving them of all freedom of movement to seek food, by destroying everything they have as a small business; a way of forcing them back, in violation of international refugee laws.
Gitega’s power has always kept a grudge against the Mahama camp in Rwanda as he could not easily enter it and do what he does in other camps in other countries. This camp is home to many people who are fiercely opposed to the illegal and illegitimate third term of the late President Nkurunziza by participating in peaceful demonstrations that the cnddfdd power has repressed in blood. Many of them escaped certain death in SNR dungeons, or jumped into vehicles that took them to the slaughterhouse. This is why Ndayishimiye and his military clique are keeping a grudge against these survivors; they would like to see them all die. Some reports say that the SNR even sent people with poison to give to the refugees; luckily no one has been a victim of it so far.
Evariste Ndayishimiye did not succeed in disrupting the security of the refugees from Mahama as he did in Tanzania, but he did not disarm; his project continues even when their repatriation has already started. Indeed, among the refugees of Mahama are people who are almost special envoys of the Ndayishimiye power and who are even paid for their services with a triple mission: that of monitoring everything that is happening in the camp and providing information because they believed that there are military training sessions there; convince refugees to return and disrupt the safety of those who do not want to return.
After 4 repatriation laps, the teams manipulated by Gitega’s power shift into high gear. Not only that they have shown insubordination and arrogance towards the camp administration for some time, they are now preparing to commit blood crimes. Some say it without fear that they will not leave the camp without committing a crime (ntituzotaha tudakoze ibara).
The warning signs are starting to be noticed. Refugees were found in their homes with spear-sharp reinforcing bars packed in bags. We had to find out where these reinforcing bars came from since there is no construction site at the camp and it was difficult to get them into the camp from outside. Investigations found that more than 150 toilets were destroyed within the camp grounds. It was on this toilet that these people pulled these concrete irons, each one meter long, and they took the time to sharpen them. Investigation details show that 5 toilets were destroyed in village 1.06 in village 2, 04 in village 3, 03 in village 4, 03 in village 8, 10 in village 9, 04 in village 10, 08 in village 13, 01 in village 14, 20 in village15, 14 in village16, 22 in village17, 60 in village18. This proves that these people are preparing to commit a real crime, in villages 6 and 8, they discovered sharp reinforcing bars, tied on tree trunks with plastic ropes (tree trunks larger than the single sticks) on both sides; kinds of sharp spears on both ends.
What will this material are used for? The information so far in our possession is that these groups plan to sow disorder in the camp, to the point of killing targeted people and attacking the security forces that intervene to push them to act with violence and thus shoulder this responsibility to the Rwandan government.
We would like to remind you that the repatriation of these refugees was triggered by a petition sent to Evariste Ndayishimiye asking him to do everything to repatriate them in violation of the normal repatriation procedure. Among the 5 petition signatories, a certain Celeus Hatungimana, second on the list of 5, launched a sentence as he got in the vehicle that drove him to Burundi that did not catch people’s attention. He said: I am going home, but I leave at the camp 105 Celeus (Ndatashe ariko nsize ba Celeus 105).
Another information in our possession that came out of the mouths of the military clique in power, passing through those first responsible for the repatriation process in Burundi, is that after the repatriation of the last volunteers who registered, Gitega’s power counts launch bombs at Mahama camp with Howitzers and BM21 from Giteranyi commune in Muyinga.
URN HITAMWONEZA finds this situation very worrying and asks the first officials in charge of the refugees, the UNHCR and the Rwandan Government, to expedite investigations to identify these corrupt people by the power of Gitega in order to isolate them from the rest of the peaceful refugees before that they do not commit the crime that they are preparing. Then, everything will have to be done to hand these people over to the Burundian government as quickly as possible and to strengthen the security of those who remain because there is no indication that harmful elements have not remained, disguised as peaceful refugees. We ask the UNHCR that after the repatriation of the refugees already registered, to seek, in collaboration with the government, another place in which to establish this camp, far from the border with Burundi.
