Burundi: Does the imbonerakure militia of the cnddfdd really deserve to be supported as Antonio Guterres says?
The answer is right away No with big N. At least as a whole, this militia is not to be supported, it is to be arrested and bring to justice before anything else. We are not at all for globalization; we dare to hope that although nothing good has been taught to them, there are bad students who follow by group effect and who have not been involved in the crimes for which this militia is guilty. These, if they really exist, may be eligible for Antonio Guterres’s programme.
Let us take the excerpt of the report of the United Nations Secretary-General, Antonio Guterres on Burundi, sent to the Un Security Council dated 2 November 2020. In its section “Observations and Recommendations” on the point “‘safe conditions”, we read:
‘’The role of the Imbonerakure, the youth league of the ruling party, the CNDD-FDD, in public safety and security remains a point of contention among Burundians. With the Government’s agreement, the United Nations could assist the authorities in addressing these concerns by providing support to activities that facilitate the socio-economic integration of Imbonerakure members. If necessary, special weapons collection programmes could be designed to ensure lasting peace and security in the country and region.”
With all due respect to this very high authority, we allow ourselves, not to correct what has been written by his services, but to show, from our point of view, where the truth is, and what should be done for the benefit of all Burundians.
Mr. Secretary General of the UN, we are safe to tell you that as long as the cnddfdd is on power in Burundi, its leaders will never accept the disarmament of its militia. You wrote it correctly: “with the agreement of the government”; this government agreement to facilitate the socio-economic integration of the imbionerakure will no doubt be given to you just to make the money to be paid into the accounts of this militia to give them more strength to continue their dirty work. Disarming them, if there is good will, would be a matter of time because the government has lists of imbonerakure who received the weapons, hill by hill.
But, as we have pointed out above, the Cnddfdd power will never do so of its own volition, only forced disarmament is the only solution to this problem. And we have to remove that power to achieve this because it has been found that even the Security Council decides to send troops to Burundi, the government has said no, and nothing has been done while Burundians were being killed en masse by that same power. If governments are to seek the agreement before intervening, the UN Security Council will never be able to carry out its peacekeeping mission in the world, or simply will never intervene in countries with rogue governments that kill their own peoples. To seek the agreement of the cnddfdd power to disarm the militia he trained and armed himself, to which he added interahamwe genocidals who committed the genocide of the Tutsis in Rwanda in 1994 means venturing into a game lost in advance. We will then have to separate the will of the chaff willingly if we want to reintegrate the imbonerakure into socio-economic life: arrest all those who have committed blood crimes, try them and punish them in accordance with the law; arrest and disarm Rwandan genocidals and hand them over to the Rwandan government. These are logical, honest and objective measures that must be taken before thinking about other programmes for these groups; it is the only way to achieve lasting peace in Burundi.
URN HITAMWONEZA has never stopped showing the international community the crimes that Gitega’s power continues to commit in Burundi. The United Nations Security Council has always been alerted to the preparations for the power of Evariste Ndayishimiye to complete the genocide of the Tutsis and Hutu opposition in Burundi; not to mention his plan to provoke genocide of the Tutsis at the regional level. The Secretary-General of the United Nations should not be concerned, at this time, with the resumption of international cooperation with Burundi, but rather should be concerned about the day after the Burundians threatened with genocide by the ruling authorities in Gitega. Providing financial means to Evariste Ndayishimiye and his clique, believing him on the only enticing words he keeps throwing just to put the public to sleep, means giving him the means to prepare and execute the long-planned genocide.
