Burundi: After resigning the BNDF in 2016, President Evariste Ndayishimiye resumes his military outfit with his stripes.
As of July 18, 2016, President Pierre Nkurunziza signed a decree No 100/157 with the resignation of an officer of the National Defence Force. This officer was General Major Evarist Ndayishimiye, SS0013 of the number. We read in this decree: ” Whereas General Major Evariste Ndayishimiye, SS0013 A, dated 11 February 2016, makes known in writing of his intention to definitively leave Burundi’s national defence force; On the proposal of the Department of National Defence and Veterans Affairs; Article 1: The resignation offered by General Major Evariste Ndayishimiye, SS0013 of the Number is accepted ”
By definitely leaving Burundi’s national defence force, Evariste Ndayishimiye agreed to remove the military outfit and its stripes to embrace civilian life. He could not be otherwise because he was preparing to assume the functions of Secretary General of the CNDFDD Party. He cannot in any way return to the national defence force, even in the event of the removal of all veterans (in case of extreme necessity) because it is not in the category of reservists. This does not prevent that we continue to call it. Only one possibility of returning to the army and may be even a higher grade is that it returns to the maquis and manages to conquer power by force; There, if he wishes, he can return to the army or stay in the civilian, he has the choice (it is in the assumption that he is no longer president).
Today, President Evariste Ndayishimiye is the supreme commander of defence and security forces. And these include, in the new Constitution of 2018, the army and the police. The 2005 Constitution added to this group the National Service of Information. It is therefore above all these bodies, as it is above all the institutions of the country. When he visits one of these bodies (army or police), he can carry his fighting outfit to show them that he has been one of theirs and still has sympathy towards them; But we find it’s an abuse of wearing stripes. He did it at his recent visit to the Central African Republic. He was gone on March 29, 2021 to support his Faustin Archangera counterpart for a second 5-year term on March 30, 2021. From one stone two shots, President Evariste Ndayishimiye took the opportunity to meet the Burundians living in Central African Republic and especially the Burundian military contingent (a single battalion of 850 men) working as part of the MINUSCA (a United Nations mission in Central African Republic) which has its staff at Sibut , thirty kilometres from the capital Bangui.
At the meeting with these military of the Burundian contingent in Central African Republic, President Evariste Ndayishimiye was in a military combat outfit with the stripes of General Major. A certain opinion considers that he could carry combat hold because he is supreme commander, but put the stripes of General Major was inappropriate because on the one hand, he has definitively left the army by a voluntary resignation, on the other hand, it is supposed to be above all the grades that exist in the country. May people do not think about the examples of presidents Micombero, Bagaza or Buyoya who took power by military coups. They kept their stripes; They could even get up to any grade, but they preferred to keep the ones they had before accessing the position of President of the Republic because the function prevails on the grade; they did not resign as President Evarist Ndayishimiye before being president.
This attitude by President Evariste Ndayishimiye enters their logic to militarize all the institutions of the country and the military clique in power always behaves as if they were still in the maquis. Democracy at home is only limited to elections (here too it is a simulacrum of elections otherwise it is true coups against the will of the people because the voices are stolen without shame); if not, we are witnessing a military dictatorship without name. This is why respect for laws and human rights is not in their habits; kill someone seems to be a smaller case for them; to violate a general law for their interests is commonplace.
URN Hitamwoneza recalls once again that the leaders who govern the country today will never cease to surprise Burundians and the international community by violating, voluntarily or involuntarily, all the laws of the country because have not received this education. It will be necessary to mobilize to get rid of it for the interest of the country and the people. They pretend to defend the interest of the people, but they behave like tyrants who kill all those who are not of their political tendency who dare to denounce what is wrong in the country. Burundi does not lack visionary leaders who can unite all Burundians, without exception, around a common goal of social development of the country, but, we must first have that those who have taken hostage the country released it.
